Is he a food hoarder or hasn't he heard of catch and release. Maybe he hasn't got any friends to share his catch with.
Hoarding is the excessive collection of items, along with the inability to discard them. Hoarding often creates such cramped living conditions that homes may be filled to capacity, with only narrow pathways winding through stacks of clutter. Some people also collect animals, keeping dozens or hundreds of pets often in unsanitary conditions.

If this person is truly OCD after he serves his three years probation of not fishing he will not have changed his behavior. I'll bet that he has other excessive areas too. Then what is the answer. Maybe counseling should be part of the conviction. I am just saying that the real heart of the matter is not the loss of Minnesota fish, or breaking the law, but his compulsion.
